A State Senator has a direct responsibility for the problem because the Legislature writes and approves the state budget. The Senate participates in budget hearings, scrutinizes the Governor's proposal, negotiates spending levels, approves appropriations, and provides oversight of state programs. California's budget process specifically gives the Senate Budget and Fiscal Review Committee and its subcommittees a major role in reviewing spending and conducting oversight. As Senator, I would balance the budget without raising taxes on working families. Stop treating every government program as untouchable. Programs should be evaluated based on results. Audit major spending programs and eliminate waste, fraud, duplication and ineffective programs. Reduce ongoing expenditures rather than relying on temporary accounting solutions. Pay down debt and unfunded liabilities instead of pushing the costs onto future generations.
