Herb W. Morgan
"The Controller is the state’s chief fiscal officer, not its chief auditor. The independent California State Auditor performs performance and high-risk audits. The Controller’s audit power is different and direct: under Government Code section 12410, this office audits claims against the state before warrants are paid, keeps the official accounts, and may withhold funds when claims do not comply with law.
I will use that power, not expand it into the Auditor’s role. Claims will be reviewed before money leaves the Treasury, with risk-based field audits on high-dollar programs—unemployment insurance, homelessness, and education apportionments among them. California Radical Transparency will publish every material payment on a public ledger in near real time, the same standard already applied to this campaign. Exceptions, confidential payees, and unsupported charges will be posted as they are found. Funds to noncompliant agencies and recipients will be withheld until the correction is veri"
GOVERNMENT WASTE AND FRAUD
As the state’s chief fiscal officer and auditor, what policies will you implement to eliminate waste and fraudulent spending in California?
