Amends the California Constitution to remove the election of a successor to fill the position of a recalled Governor. Requires the Lieutenant Governor to fill the position of a recalled Governor until the term expires. If the Governor is recalled in the first two years of his term before the close of the nomination period in the next statewide election, a special election shall be called to fill the position of the Governor's office.
