Would require people who bring firearms into California to obtain a firearm safety certificate within 60 days and include proof when reporting the firearm, closing a loophole for new residents. It also strengthens the certificate requirement starting in 2028 by requiring at least eight hours of training, including live-fire instruction, focused on firearm safety, laws, and risk prevention, without changing who may legally own a firearm.
